The central square features a ramp with water feature in the middle and directed towards the observation tower and the site opposite it, constitute a spatial sequence that offers a necessary urban hierachy for a metropolitan complex. The cafe and the waiting space are organized at the side of the central square and overseeing the villages and the state legislative building. The built body re-compasses the traditional way of urban configuration, but it also permits through an elevated decking above the water, the desired and necessary permeability.
